More about the job:Director, Child Welfare Services (Manager II) Division of Children, Youth and Family Services Montgomery County Government Department of Health and Human Services Rockville, MD $84,113 - $152,692 The Director, Child Welfare Services of Montgomery County, Maryland is responsible for the oversight of a service delivery system serving vulnerable children and families who may also experience abuse and neglect. The system is under the direction of Maryland Department of Human Resources (DHR) and the Montgomery County Department of Health and Human Services (HHS). The Manager provides leadership and direction for a wide variety of services for children with allegations of physical abuse, sexual abuse, and neglect and their families. The Manager is also responsible for achieving the outcomes of safety, permanency and well-being for the children and their families involved in the child welfare system in accordance with the philosophy and objectives of the Maryland Department of Human Resources (DHR) and the Montgomery County Department of Health and Human Services (HHS). Responsibilities also include: providing leadership to a large group of staff including social workers, community service aides and support staff; overseeing the operation of the child protection system which is a 24-hour service system; having knowledge of, and partnership with, both the public and community programs (including state and local programs); promoting excellent direct services for primary and secondary victims of child maltreatment; the management of fiscal responsibilities that include both state and county budgets and grants; maintaining effective relationships with multiple HHS programs and partners including Courts, County Attorneys and State Attorneys, Montgomery County Department of Police, mental health professionals and private providers; implementing and managing a variety of new programs developed and implemented locally and statewide; serving on various boards, commissions and committees that include the Citizens Review Panel, the Children's Action Team (CAT) and others; assuring all federal and state mandates are followed; overseeing the program evaluation and preparing annual report of program activities and outcomes. MINIMUM QUALIFICATIONS: Experience: Seven years of progressively responsible professional management experience in human services programs, three years of which were in a supervisory or executive capacity in the Administration of Child Welfare programs. Note: The term "executive" is further defined as a high echelon or high level position in an organization that is assigned technical research, management advisory services responsibilities, or policy-making duties and responsibilities that exerts considerable influence on organizational policy, plans, and operations through technical research, management advisory services, and/or policy-making duties and responsibilities (e.g., County positions at Grade 30 or above). Education: Graduation from an accredited college or university with a Bachelor’s Degree. Equivalency: An equivalent combination of education and experience may be substituted. PREFERRED CRITERIA: Resumes should include information specific to the preferred criteria listed below. 1. Advanced Degree in Social Work (MSW with at least an LGSW, LCSW-C or LCSW) though other degrees may be considered with appropriate experience. 2. Experience managing multi programs in the public and private sectors in order to develop a seamless system of child welfare services. 3. Experience in compliance with Federal, State, and County Laws, statutes and ordinances concerning Child Welfare issues including SACWIS; 4. Experience and knowledge of contract development and administration; 5. Experience managing and supervising the work of employees engaged in the performance of child protective services, including child abuse and neglect investigations, in-home services, foster care and adoption; 6. Experience evaluating the effectiveness of administrative functions and instituting procedural changes to maintain organizational efficiency; 7. Management experience working with a multi-million dollar budget.
